Fran is the only great QB on the list.
The funny thing is, if you look at his passing numbers they were pretty mediocre. As a kid, I always thought Fran was the man and he could do no wrong. He threw 266 interceptions, including 32 in his final season.
Your “ stats are skewed by the NFL rule changes that protected passers, receivers, and generally favored the offensive passing game..

Add his 3,674 yards rushing to his stunning passing totals and you have 50,677 yards – almost 29 miles or 500 football fields – of offensive progression. Yet Tarkenton was also a "quality" passer, as his 80.4 passing rating that placed him in the upper echelon in that category demonstrates.
Just because the game had changed, doesn’t make Tark’s performance any less impressive in the context of the NFL he played in.
Mediocre is reserved for KFC.
I was looking mostly at his TD-to-INT ratio, which was very mediocre. 266 picks is a lot, especially when you consider they didn't throw the ball that much back then. Brady threw 212 in 335 games. Tark threw 266 in 246 games.
Interceptions were way more common in the 60's and 70's. Johnny Unitas had 253 in 211 games.
If you look at other HOF guys from his era, Tark's INT numbers were a little high. Staubach threw 109 in 131 games. Dawson had 183 in 211 games. Starr had 138 in 196 games.
I'm convinced that Bradshaw, Plunkett and Namath made the Hall of Fame based on winning a Super Bowl. Bradshaw had a terrible start to his career and threw 212 TD's and 210 INT's (in 168 games). Plunkett also had a terrible TD-to-INT ratio (164-198). Namath would never make the HOF in today's game. His TD-to-INT ratio was brutal (173-220 in 140 games).
Then again, back then defenders were allowed to defend.
