In this case I am quite confident my understanding is more complete than yours. Don't call me out for my lack of understanding when you're the one who isn't getting what's going on. It is correct that he hasn't signed the tender, but there is no requirement of him signing the Tender which is over 17 million. He has agreed to sign for less than the tender. If he hadn't agreed to sign for less than the tender no deal would have been made.
