The thought did cross my mind that it could have been a "message" from Ziimmer to Hill. Zimmer often seems to be emotionally influenced rather than logic-driven and often trigger-happy challenge-wise.

Seems like that would have been a good one for it. If for no other reason to get that "feel", as PI is a subjective call in the first place, is the overturn stiil beyond a shadow of doubt, or is it more the official realizes he didn't see what he thought he saw?

100% agreement. Lot of arm checking/fighting, Hill looked back. Ideal opp to pull the trigger.
