It does get to be an issue, but not one you should really bitch about. Your snow build-up areas are usually in front of the benches where everyone scrapes on each change. Its a minimal problem, imo, as far as handicapping anyone. Crappy ice will occur from time to time especially in warm buildings, but I've never really heard anyone blame it for slowing an attack. The biggest ice issues Ive seen affecting play, is the stickiness coming into periods ... if its not all frozen completely before plays begins, you can see a lot of turnovers created by the puck sticking on cross-ice passes. Can turn a game that way.
