And again, who ever said we were talking about specifically Green Bay? That article was about some guy in a town called Plymouth, Wisconson (if I remember correctly). If you're going to do a micro-stat, maybe you need to compare Plymouth, Wisconsin to Plymouth, Minnesota - although the results won't mean a single thing to the actual topic here.
The number of people in the city doesn't have anything to do with it. This is the number or rapes per 100,000 people so that eliminates your size argument.
The facts remains that Minneapolis is one of the more dangerous cities - especially for women. We should clean up our own houses before throwing stones at someone else.
I lived for years off of Oak Park and I hear things have changed - though I haven't been back in years.
