Raiders Subject to Penalties due to Al Davis' Tampering Accusations Wed Oct 8, 2008 The San Francisco Chronicle, citing the National Football Post, reports Oakland Raiders owner Al Davis has received a formal letter from NFL Commissioner Roger Goodell informing him that the franchise is subject to penalties for last week's public accusation of tampering against the Patriots in regard to the Randy Moss trade in April 2007. According to a June 5, 2008, memo Goodell distributed to NFL clubs entitled "Policy on Integrity of the Game and Enforcement of Competitive Rules," the commissioner informed NFL team officials that any competitive rules violations must be made in a timely manner. Davis accused the Patriots of tampering 18 months after the transaction occurred. The memo also warns team owners and officials that making false claims against other clubs leaves them open to NFL-imposed sanctions. Here is the section - under Section 3, "Duty to Disclose" - that Goodell is citing regarding Davis' accusations. "Any club or individual reporting a violation is expected to do so in good faith, to have a reasonable basis for believing a violation occurred, and to produce (or to identify) evidence to substantiate the claim. In the event I determine that a claim is made in bad faith, is frivolous or that the club or person making the complaint is unable or unwilling to produce evidence to support the charge, I will impose appropriate sanctions." NFL sources said the punishment could range from a substantial fine - $250,000 or more - to possibly docking the Raiders one or more draft picks, or both.
