He has been around a while. I remember he had a few starts with Pittsburgh. Edit---he started for Tennesses Titans.

POSITIVES
A starter for two-and-a-half seasons—including four games as a true freshman—Dobbs once looked like a candidate to change positions for the NFL. He's now seen as a solid developmental quarterback after a strong senior campaign and an excellent showing at the Senior Bowl and combine. Dobbs is a well-developed athlete with explosive qualities as a runner and thrower. Watching him throw live, you see sweet velocity and good movement on the ball when throwing with arc and touch. Dobbs has the instincts to put the ball in a place to let his receiver make a play on it—especially with deep balls. As a runner, Dobbs is good enough to be dangerous on RPOs and can also slide to escape pressure. An aerospace engineering major, Dobbs won’t struggle to learn the concepts of an NFL offense.

NEGATIVES
Dobbs doesn’t pass the eye test on Saturdays as a great quarterback, and there aren’t many guys winning games on Sundays who weren’t exceptional college quarterbacks. Dobbs was average in terms of accuracy on intermediate passes and can get baited into poor throws into coverage. His lower-body mechanics need a ton of work, as he’s too often over-striding and leaving his legs unbalanced and off target when throwing. Without having a rocket arm, Dobbs isn’t able to deliver off-platform throws on the money nor thread the needle. His decision-making has been unimpressive.

Stats to know: Recorded a passer rating of 105.7 under pressure in 2016, good for fifth in the nation.

What he does well:

Possesses quick release and generally throws on balance
Very athletic within and stepping up through the pocket
Good acceleration and able to break off chunks of yards on the ground
Operates best in the quick, timing and rhythm passing game
Effective on designed bootlegs and throws well on the run
Shows ability to feel the pocket and work through progressions; good field vision
Good overall pocket poise; will hang in to make throws under pressure
Continues to bounce back after a bad play/series throughout the course of a game

Areas of concern:

Not an overly natural passer, motion is a bit rigid
Will have stretches of games where he gets off rhythm and accuracy is all over the place
Misses too many easy throws in quick game
Loses sight of defenders late in the down, too, often resulting in bad decisions
Does not drive or spin the ball particularly well
Accuracy dips significantly the longer he holds the ball and deeper into the progression he gets

Bottom line:

Dobbs has seen many ups and downs throughout his career at Tennessee, but the common theme is that he’s always been able to bounce back within the game and find ways to make enough plays to give his team a chance to win. He will likely never be a precision quarterback accuracy-wise, but he operates well when playing in the timing and rhythm passing game. Playing behind a well-below-average offensive line last season, Dobbs work under pressure in 2016 was impressive. Overall, there is enough offense with Dobbs to potentially groom into a backup spot.

Saw him play against Dallas a little. He flashed some in passes and looked like he could move extremely well. Granted it was one game.

Agreed. My expectations are he can be at least a very good backup. No idea how much of Hall we will see now.
